Permits and licenses
The use of uranium is controlled by strict regulatory requirements which ensure the peaceful use of the fuel and prevent the manufacture of nuclear weapons or explosives.
Nuclear safeguards is divided into international, national, and regional control operations. The Nuclear Non-Proliferation Treaty, controlled by the International Atomic Energy Agency (IAEA), forms the international basis of these operations. The use and acquisition of nuclear materials are supervised on a European scale by Euratom and in Finland by the Radiation and Nuclear Safety Authority (STUK).
Regulatory methods include inspections by the authorities, permits and licenses (for possession, processing, use, storage, transportation, export, and import of nuclear materials, for example), as well as accounting and reporting obligations.
